The actual printer I'm working on is a CM4730, but since all the parts I'm working with are interchangeable between the two both model numbers are in the title.

During initialization the document scan head never moves.

The service manual does not list the error, but an updated error list for the machine has it in it.

The only listed item to replace is the Formatter.

Replaced in this order:

SCB, (Scanner Control Board)
Formatter and DIMM on the Back of the Formatter
Document Scanner/SCB.

The Document scanner came with an SCB preinstalled, so I actually replaced the SCB twice.

The machine still fails.

Today I tested the SCB that was in the printer and the spare formatter/DIMM in a 4730 and both work.

The FCC (Flat Cable) is a possibility, but it *looks* okay, and I removed enough parts to see that it is plugged into the Formatter Cage correctly.

If I do an Internet search on that error message I find an hp Document for a different model that lists the Hard Drive as the first part to replace, so that will probably be the next attempt.

Any other suggestions are appreciated.

Actually I think there are 2 different part numbers for the formatter. The latter formatter will work in both the 4730 and cm4730 but the Q7517-67912 will only work in the 4730. If using CB480-69002 then I have no suggestions.
